mnu_help_text_alt(add2) - Add Help Text (Alternative Language)

The purpose of this form is to allow the user to add a new entry to the HELP-TEXT-ALT table.

This form is accessed by an option on the navigation bar in the Maintain Alternative Languages for HELP_TEXT screen.
