mnu_time_limit_role(add2) - Add Role Time Limit

The purpose of this function is to allow the user to add a new entry to the TIME-LIMIT-ROLE table for a selected ROLE.

This function is activated by pressing the 'NEW' button in the navigation bar of the List Time Limits by Role screen.
